Scholarships
Establishing a Scholarship
Scholarships are a critical part of the educational experience for many Westmoreland
County Community College students. This support makes college accessible for those
who might not otherwise be able to manage the financial burden. Establish a scholarship today and become a part of our students’ ambitious journey!

Dale Provins Jr. Memorial Scholarship Fund
The family and colleagues of Officer Dale Provins, Jr. have come together to honor
his life, service and sacrifice through the creation of the Dale Provins Jr. Memorial
Scholarship Fund. Dale, a Jefferson Hills police officer, was tragically killed in
the line of duty when struck by a drunk driver. A proud combat Marine who served in
Kuwait and Iraq during Operations Desert Shield and Desert Storm, he also served honorably
with the Pennsylvania Army National Guard. In addition to raising funds for a monument
in his memory, his loved ones have partnered with the Foundation to establish an endowed
scholarship that will benefit future cadets for generations to come. While they are
just shy of the $10,000 needed to fully endow the fund, they will award the inaugural
scholarship at this fall’s Police Academy graduation, with the goal of reaching the
endowment threshold by spring 2026—ensuring Dale’s legacy lives on in perpetuity.

degree partially with student loans and partially out of pocket, which can get expensive
very quickly when all of life’s bills are considered. This scholarship helps lighten
the load that comes with paying for school to further my education, and for that I
am very grateful."
